Every problem statement and policy reform is submitted under one of these areas. Each pillar describes the theme and what submissions can cover.

Pillar 01

Education

Quality, access and outcomes of learning from school to university. This pillar is for reforms that make education in Uttar Pradesh fairer, more practical and better aligned with the skills young people need.

This pillar covers

  • Quality and affordable education at school and university levels
  • Curriculum reform, examinations, academic pressure and assessment systems
  • Scholarships, financial assistance and equal access to educational opportunities
  • Research, innovation, technology and digital education
  • Skill development, vocational education and industry-relevant learning

Pillar 02

Entrepreneurship & Employment

Meaningful work, startups and career pathways for youth. This pillar invites ideas that reduce unemployment and help young people build enterprises and careers within the state.

  • Creation of meaningful and sustainable employment opportunities for young people
  • Entrepreneurship, startups and support for young entrepreneurs
  • Internships, apprenticeships, vocational training and industry exposure
  • Skill development and improving employability of graduates

Environmental Development

Pollution, natural resources, climate and green growth. This pillar is for problem statements and reforms that protect the environment while supporting sustainable development across Uttar Pradesh.

Rural & Urban Development

Infrastructure, connectivity and balanced growth of villages, towns and cities. This pillar looks at how public services and opportunities can reach every district fairly.

  • Infrastructure and basic public services in rural and urban areas
  • Roads, public transportation, sanitation, drainage, electricity and connectivity
  • Development of villages and smaller towns alongside major cities
  • Digital connectivity and access to essential government services
  • Rural employment, agriculture, local enterprises and opportunities for rural youth

  • Reducing regional disparities and ensuring balanced development across Uttar Pradesh

Health

Affordable care, mental well-being, nutrition and healthy lifestyles. This pillar is for reforms that improve healthcare access and the everyday health of young people and communities.

  • Preventive healthcare, health awareness and disease prevention

Pillar 06

Women’s Safety & Empowerment

Safety in public spaces, institutions and transport — and equal opportunity. This pillar invites policy ideas that protect women and expand their participation, independence and leadership in society.

This pillar covers

  • Safety of women in public spaces, educational institutions, workplaces and transportation
  • Prevention of harassment, violence and discrimination against women
  • Faster and more effective grievance redressal and emergency response mechanisms
  • Safe and accessible public transportation and infrastructure
  • Awareness of legal rights and improved access to justice and support services
  • Creating safer educational and professional environments for women
  • Policies that promote women’s participation, independence, leadership and equal opportunities in society

FAQs

Who can take part?
Any young person from Uttar Pradesh — students, researchers, working professionals and community organisers — can submit a manifesto and apply to become a District Youth Ambassador.
How many ambassadors will be selected?
75 District Youth Ambassadors will be selected — one for every district of Uttar Pradesh — to reach colleges, student organisations and youth communities.
Where do I submit my idea?
Submit through the online portal on this website. Open Submit a manifesto and fill the six-part form under one or more thematic pillars.
Who evaluates the submissions?
An academic evaluation panel reviews submissions for urgency, innovation and practicality, and consolidates them into the Uttar Pradesh Youth Manifesto.
What happens to the best ideas?
Strong proposals form part of the final manifesto presented to the Government of Uttar Pradesh. Selected youth representatives also present at the Manifesto Conference in December 2026.
